In scammer reality, every citizen of the United States, Australia, the United Kingdom and probably every "First World" nation is capable of handling investments until proven otherwise.
The scammer's emails are date-stamped; all names have been changed. My comments are in bold.

If you are really and truly willing to go into partnership with her, I will need you to forward to me your full names, address, telephone number including cell, brief biography of your person (company if any) and any picture Identification document in your next email. The requested info will be needed in the joint venture agreement which I am going to prepare that will bind both parties in this proposed investment transaction partnership.
