In the hierarchy of scammers, Benin doesn't rank very highly, in my experience at least. Cammy's spam boxes are usually chock full of Beninois trying for small sums and instant payout; Captain Mal's, much less so.
Dubai, on the other hand, is becoming more and more prevalent in scamming scripts; sometimes the scammer claims to be based there, or it's where a fund or a paying bank is located. Sometimes the baiter is supposed to go there.
This was a scam when both places were involved; definitely a strange combination.
The scammers' emails are date-stamped; their names have been changed. My comments are in bold.
