Something that often gets mentioned in Captain Mal baits involving Dead Bank Customers and similar modalities is the IRS.
For many scammers, the IRS is not part of their scheme, because getting a payment made to the bank or whatever institution holds the mythical money is the goal, and questioning how the IRS can be sidestepped exhausts their inventiveness.
This scammer, however, seems slightly more clued-in, as you'll see...
The scammer's name has been changed, and his emails are date-stamped. My comments are in bold.

I know that this mail will come to you as a surprise as we have never met before. My name is Martin Browne. I am the operations manager in FINANCIAL SECURITY GROUP, VIRGINIA USA.
I hope that you will not expose or betray this trust and confidence that I am about to repose on you for the mutual benefit of our both families.

The deceased was a client of this financial institution but passed away years back like I told you. For years we have searched and searched for relatives of him and found he had none.
Since I'm an insider, I will be handling all the inside work to make sure all goes well. I have to clarify something.
I served in the United States Marine Corps for eighteen years. What this means is that my NOK details are on file with the Department of Defense, and they will be there for as long as I live. I can assure you that John Hendrix does not appear in my records as a relative.

The quality is patchy with regard to the scammer (I think he was using a morph for some reason), and he rubbed Mal up the wrong way a couple of times (not hard to do). Of interest is the fact that he actually gave a reason for the IRS to not be a problem!
